The NIH Final Updated Policy Guidance for Subaward/Consortium Written Agreements (NOT-OD-23-182) went into effect on January 1, 2024. The Harvard policy in response to these new requirements can be found Here, along with notes on implementation and outlined roles and responsibilities. You will also find links to NIH source material, and associated Harvard resources like a Foreign Subaward Checklist and an updated Statement of Intent template. We plan to compile and post FAQs in the near future as more faculty and administrators read and react to the NIH and Harvard material. ORA will assist HMS/HSDM faculty and administrators as they submit new NIH proposals that include foreign subawards, and will work with faculty and administrators to amend any existing foreign subawards on NIH awards by the compliance deadline of June 30, 2024 (Harvard University received an extension to the 60-day compliance deadline mentioned in NOT-OD-23-182).
