OMB issued a third memo, M-20-11 (2 CFR § 200.102(a), Exceptions) to provide an exception, allowing federal awarding agencies to repurpose their federal assistance awards (in whole or part) to support (COVID-19), "as consistent with applicable laws." This exception includes donations of medical equipment and supplies purchased with federal funds and repurposing of funds to (COVID-19) related activities.
