According to NIH Center for Scientific Review (CSR), complexity of review criteria has led to the shared concern that current standards divide reviewer attention among too many questions. Focus on scientific merit is reduced and administrative burden increases. "We worry that the cumulative whole may in fact distract from the main goal of review — to get input from experts on the scientific and technical merit of the proposed work," stated Bruce Reed, Ph.D., Deputy Director, NIH Center for Scientific Review.The CSR Advisory Council Working Group will be recommending changes to research project grant review criteria that will improve  outcomes and reduce reviewer burden.
