University Deadline: Malign Foreign Talent Recruitment Program (MFTRP) Attestation

Initial grace period ends July 1, 2024

As communicated in previous reminders from the Office of the Provost, the University’s deadline for completion of the Malign Foreign Talent Recruitment Program (MFTRP) attestation by covered individuals was Monday, July 1, 2024. As of July 1st, 57% of HMS/HSDM’s covered individuals have completed their attestation. 

As we proceed beyond the initial grace period, which ended, 7/1/24, please be aware of the following requirements, which have been developed by the University to ensure compliance with both agency-specific and University policy requirements: 

General Timelines 

  • July 1, 2024: Grace period concludes and our school-specific assessment of outstanding attestations begins. 
  • July 2 – July 21, 2024: HMS ORA will perform targeted outreach to covered individuals on completion of initial attestations. 

 NSF Proposals or Awards-Effective July 22, 2024 

  • NSF proposals cannot be submitted unless either all covered individuals (individuals listed as PI, Senior/Key Personnel, and/or Investigator on Research Team) have completed their attestations or any covered individuals with pending attestations are removed from the proposal. 
  • NSF continuation amendments and/or no-cost extensions cannot be processed unless either all covered individuals have completed their attestations or any covered individuals with pending attestations have been removed from the project.  (Effective as of May 20, 2024, new NSF awards cannot be processed unless the same conditions have been met.) 
  • No new covered individuals can be added to an existing award unless/until they have completed the attestation. 

 All other sponsors (federal and non-federal) – Effective August 9, 2024 

  • No proposals can be submitted unless either all covered individuals (individuals listed as PI, Senior/Key Personnel, and/or Investigator on Research Team) have completed their attestations or any individuals with pending attestations are removed from the proposal. 
  • DoD and/or DoE awards cannot be processed unless either all covered individuals have completed the attestation or any covered individuals with pending attestations have been removed from the project.  No new covered individuals can be added to these awards unless/until they have completed the attestation.
  • For all other sponsors, awards which have the attestation requirement as part of their terms and conditions cannot be processed unless either all covered individuals have completed the attestation or any covered individuals with pending attestations have been removed from the project.  No new covered individuals can be added to these awards unless/until they have completed the attestation. 

HMS Office of Research Administration has access to a HART dashboard that provides information on the MFTRP attestation status for HMS/HSDM covered individuals and will use this information to perform targeted outreach to existing covered individuals whose attestation is still pending.
